We are pleased to provide a number of rebates and subsidies to eligible customers on behalf of the State Government.
The following rebates and subsidies are available to eligible residential customers who hold the relevant concession cards.
This is a one-off rebate to offset the cost of establishing a new electricity account.
Eligibility
To be eligible hold at least one of the following concession cards:
- Centrelink Health Care Card
- Centrelink Pensioner Concession Card
- Veterans Pensioner Concession Card
- Veterans Affairs Gold Card
How to apply
This rebate offsets some of the electricity costs associated with operating an air conditioner. The rebate is equivalent to the cost of 221.8 kWh of electricity per applicable month for a specified period depending on where you live.
Eligibility
To be eligible you must:
1. Have a minimum of one dependent child and hold at least one of the following concession cards:
- Centrelink Health Care Card
- Centrelink Pensioner Concessions Card
- Veterans Affairs Gold Card
OR
2. Have a WA Seniors Card and hold at least one of the following concession cards:
- Centrelink Pensioner Concessions Card
- Commonwealth Seniors Health Card
Please note: this rebate is only available to customers living in areas of Western Australia that experience prolonged periods of heat and applies for a specified number of months each year, depending on where you live in the State. More information is available below.
How to apply
Air Conditioning Rebate list of eligible towns
This rebate helps eligible concession card holders with dependent children by reducing the amount owing on your electricity bill. The rebate is calculated daily and is based on the number of dependent children you have.
Eligibility
To be eligible you must hold at least one of the following concession cards:
- Centrelink Health Care Card
- Centrelink Pensioner Concessions Card
- Veterans Affairs Gold Card
Please note: permanent residents of caravan parks holding an appropriate concession card can also apply for this rebate, which is then provided as an electronic funds transfer.
How to apply
Eligible customers will receive a payment of $305.25 inclusive of GST each year. The payment is divided into daily amounts and credited to your electricity account to reduce how much you pay each bill.

Power Price equity scheme
An initiative of the State Government, the purpose of the scheme is to ensure that permanent residents pay the same for power as other domestic customers, as well as be eligible for energy rebates. You must hold a valid concession card to be eligible for the scheme's energy subsidies.
How to apply
You can apply online at www.osr.wa.gov.au If online access is not readily available, a paper application form can be requested from the Office of State Revenue by calling 9262 1486; however, please note that applying online is the quickest way to receive a payment.

Customers experiencing financial hardship may be eligible for assistance through the Hardship Utilities Grant Scheme (HUGS). This scheme assists people in financial hardship to help pay their utility bills and avoid utility disconnection.
The amount of financial assistance available is dependent on where the applicant resides. For example:
- Applicants who reside north of the 26th parallel are eligible to apply for up to $962 each financial year. Carnarvon is also considered to be north of the 26th parallel for the purposes of HUGS.
- Applicants who reside south of the 26th parallel are eligible to apply for a HUGS grant of up to $581 each financial year. The additional level of financial assistance to those residing north of the 26th parallel reflects the higher temperatures experienced in northern Western Australia, which influences increased consumption.

The Life Support Equipment Electricity Subsidy Scheme provides assistance to financially disadvantaged persons to help cover electricity costs associated with operating life support equipment at home.
The Scheme is aimed at people who are dependent on specified life support equipment used in their homes under specialist medical advice and are holders of concession cards that are means tested.
Eligibility
To be eligible you must have medical authorisation from the treating physician and hold at least one of the following concession cards:
- Centrelink Health Care Card
- Centrelink Pensioner Concessions Card
- Veterans Pensioner Concession Card
- Veterans Affairs Gold Card

Register as a life support customer
You and a medical professional will need to provide us with a completed application form. If you have any questions, please contact your local Horizon Power office or by calling us on 1800 267 926.
The State Government offers a subsidy for West Australians who suffer from chronic medical conditions which prevents them from controlling their own body temperature. This subsidy helps pay for domestic heating or cooling systems. The annual subsidy is enough to pay for the operation of a room-sized reverse cycle air-conditioner for six hours every day of the year.

- Veterans Pensioner Concession Card
- Veterans Affairs Gold Card
