NWIS Queuing Policy - Consultation period is now closed

The consultation period has now closed for Horizon Power’s Queuing Policy Consultation Paper.

Submissions are currently being considered by Horizon Power, and a response to substantive issues raised will be published on Horizon Power’s website early 2020.

All stakeholders who have been engaged with by Horizon Power along with additional respondents to the Consultation Paper will be notified by email when Horizon Power publishes its response.

Horizon Power will determine its final queuing policy design and document it. This will be published in due course, in an appropriate form in accordance with good industry practice and the requirements and deadlines imposed by the PNAC.

NWIS Queuing Policy Consultation Paper

The Government of Western Australia intends to cover Horizon Power’s network within the North West Interconnected System (NWIS) with a new regulatory regime for third party access, to be established by the Pilbara Networks Access Code (PNAC).

Horizon Power is seeking to support the reforms by proactively preparing documentation likely to be necessary and appropriate under the new access regime. This includes documenting the processes and rules by which access applications will be are assessed in the Horizon NWIS Network.

To ensure these processes and rules take account of the views of key stakeholders, a Queuing Policy Consultation Paper (Consultation Paper) has been published by Horizon Power.  This Consultation Paper proposes a queuing model which supports an efficient and fair process for assessing and managing applications that may be in competition for existing network capacity.

Interested parties are invited to submit a response to the Consultation Paper, and in particular the proposed detailed design set out in Section 5.
